Chavez reached a deal with Russia today to begin the production of a nuclear power plant within Venezuela. Dispite Venezeula's obvious nuclear ambitions, Medvedev assured the national community that, "Our intentions are absolutely pure and open: we want our partner Venezuela to have a full range of energy possibilities....Even though the country is rich in oil and gas, it needs to develop new energy sources." Furthermore, Russian oil companies and the Venezuelan state owned oil company (PdVSA) are in collusion, buying 50% stake in Germany's Ruhr Oel GmbH refineries, which were originally a joint venture between BP and PdVSA. In addition to this, the Chaves government has been buying 5 billion dollars in arms from the Russians since 2005.
