NATO has invited Russia to talks over initiatives in Afghanistan. Russia has actually participated in joint anti-narcotics missions with the United States. NATO and Russia share some similar goals: destruction of the heroin industry, the removal of terrorists, and the implementation of a democratic government. NATO would like Russia to expand trade routes to Afghanistan, supply Russian helicopters to the Afghan military, and to train Afghan anti-narcotics units. Russia will hesitate to supply military manpower if asked because of the defeat in the late 1980s. Russian motives to get involved: border security, business, and influence in Afghanistan.
