An Awkward Absense

There is a thought that petroleum can be found in a certain section of the ocean, so countries from around the world are attempting to lay claim on it. The United States is not one of them. "Unlike 156 other countries, America has never ratified the 27-year-old UN Convention on the Law of the Sea." Why has the US never ratified this law? The UN already changed it to because the US complained but they still didn't sign it. The article says the treaty needs America and American needs the treaty. We use massive amounts of petroleum every day and this treaty (although I'm sure we aren't told everything about it) seems to be a great. One hundred and fifty six other countries already signed it, so it can't be too horrible. That petroleum could help us greatly and it seems like there is no reason not to sign the treaty.
