Boieng helps, since when?

According to Reuters, Boeing will help arrange financing for the new state run Russian Airlines.
The Russian company sitting behind setting the new airline carrier, Russia Technologies is stating that they would like to start buying the airplanes by sometime next year. The only problem is that the financing at the moment is difficult to get for anyone. The carrier being set up is supposed to absorb many of the financially affected carriers in Russia and additionally buy about 200 new airplanes from Boeing.

What seems very interesting is that the already crippled itself Boeing is actually stating that it will help find funding and financing for this project. The question is from whom and when?
