Bolivia and Chile Sea Access

In 1904, Bolivia agreed to a treaty which essentially land-locked them and made them forfeit their sea access/sovereignty, and are seeking an independent agreement with Chile to allow them sea access. This would greatly boost commerce and trade for Bolivia, however Chile is denying to come to an agreement due to the similarity of the 1904 agreement and fear that Bolivia is just trying to renegotiate said treaty. This is causing the Bolivian representative,  Rodriguez Veltze, to have to argue that the case is independent, and this claim is supported by Evo Morales, Bolivia's leader.
