article is about the idea of being cautious in trying to open up relations with Cuba. The author starts by saying that the US should not reach out to Cuba, this based on problems with the last 4
American presidents. Each tried in vain, and the small level of relationship that was being tried to have failed. He goes on to say that Cuba is virtually bankrupt, and Raul Castro is attempting relations with the US for the betterment of is image inside of Cuba, not for the world. He isn't really looking for effective change in his country, just more power to himself and to look better to the Cubans themselves. Some argue that with more tourism and international exchange there will be more political openness. This is also not true, since tourists rarely interact with mainstream Cuba itself.
Cuba is still a threat to the US. Just because they don't have the soviet backing anymore doesn't mean they are in the clear. They are now backed by North Korea and Iran. The best bet is to try and open up Cuba is by aiding the reformists who want political freedom.
