The city's population fell from 21.88 million to 21.84 million which is a decline by 84,000. This represents a larger problem as China's national population also shrank last year for the first time since 1961. Their are multiple factors that could have caused this such as: the one-child policy. This has now been abandoned because it established gender inequality and led to challenges of raising children in expensive cities.
