The Yemeni Cabinet has agreed to grant immunity to President Saleh from prosecution as part of a transition deal.
Amnesty has also been granted to his government, civil, and military departments. However, this deal still has to be approved by parliament.
This deal has been widely criticized by human rights groups. Human Rights Watch said,
"International law and the UN policy are clear on the matter: amnesties are not permissible if they prevent the prosecution of individuals who may be criminally responsible for international crimes including war crimes, crimes against humanity, genocide, and gross violations of human rights."
It is known that Saleh had been accused of genocide and crimes against humanity. Saleh ceded power on 23 November 2011 to the Vice President Hadi. During this time the opposition set up a national unity government. New elections will be held 21 February
