Is Russia Swaggering or Bullying

Russia has been going into international water and airspace, and most recently interfering with work between Lithuania and Sweden. This is not an isolated incident, but a repeated offence. The Baltic Sates and Scandinavia have been working towards reducing their reliance on Russia for energy. Of course, Russia is willing to do whatever it can to do this without, or maybe they are trying to, start a bigger conflict.
