England's prime minister Gordon Brown announced that he will resign by September, setting the stage for his party, Labour, to remain in power in a coalition with the Lib Dems. Brown staying at 10 Downing Street would have made it difficult for Labour to stay in power, and while the Lib Dems have been in talks to form a coalition with the Conservatives, they are basically at the opposite ends of the ideological spectrum and disagree on a few major issues, like reform to make it easier for third parties to gain seats in government.
