Who's blamed by BP for the Deepwater Horizon oil spill?

On April 20th of 2010 the Deepwater Horizon spewed more than 4.9 million barrels into the Gulf of Mexico. There were many who died and many who were injured. BP is finally deciding who to blame for this huge catastrophe. Some of the people that they are saying is at fault are:

Transocean (the rig's owner)- Transocean apparently didn't check the safety valve or the blowout preventer well enough. There were reportedly six leaks its hydraulic system.

Halliburton (cement provider)- If Halliburton had tested the quality of their cement well enough this might not have happened. It would have failed some of the usual tests.

Transocean and BP (the well owner)- They failed to read a test correctly that would have said the mechanical barriers had not passed.

The Crew- The workers on the rig were supposedly distracted by "end-of-well activities." Instead of following the procedure by pouring mud into the well they used seawater. For 40 minutes an influx of gases poured through the seawater barrier.

The Explosion- The gas rich mixture was spread through to the engine rooms via the ventilation systems. There were basically way too many gases, where there shouldn't be any gases at all.
