Mexico frets over U.S. plans to take divisive asylum policy to new cities

From my understanding when seeking asylum, you are already inside the United States and within the first year of being in the states you are able to apply and see if you qualify to stay. According to the article, Trump is currently doing an experiment by sending asylum seekers back to Mexico to see if it reduces the amount of people trying to seek asylum. On the contrary people are still waiting weeks in line to reach the border seeking asylum, knowing they have to wait another couple of months in a migrant shelter to hear their case. This is becoming a concerned since most of the migrant shelters are also being closed down and are worried about saturating the shelters.
Rights groups are suing the U.S. government for trying to close the program, which plaintiffs say break the law and endangers refugees.
