This article partially describes the announcement by Secretary of State John Kerry for a new economic plan for Palestine, however the article does not give details of the plan.  The article explains that continued peace talks would be important for the success of this plan, however, it seemed to indicate that actions could be taken before that time.  The plan would (as reported) greatly increase the economy for Palestine, should it be implemented.
