This tension comes from boundaries drawn indistinctly between the countries in fishing areas. What Manila calls "unintended," Taiwanese president Ma Ying-jeou calls "cold-blooded murder." Ma is calling for a formal apology, compensation for their losses, and punishing those responsible for the death of 65-year-old fisherman Hung Shih-cheng.
