New laws in the UK to stop britons from joining ISIS

With all the news about the three girls leaving London in the past week the home secretary Theresa May is proposing new laws in order to try to prevent the airlines to carry passengers who might be traveling to Syria to join the Islamic State.
This laws are also thought to be helpful to the government to monitor and control the ones that might be a threat of being with ISIS.
The rule will consist about the airlines asking permission to fly such passengers via a list sent to an automatic system that will detect high risk travelers and they won't be able to board the aircraft.

This kind of system might not be 100% right because how they will know how they are getting the right person and not someone who is innocent and they are letting the future member of ISIS boarding that plane.
