Qin Gang, who is China's new foreign minister, had previously held the position of Ambassador to the US. During his tenure as ambassador, he received treatment from the Biden Administration that the article describes as "being shut out", including not receiving every US meeting that he requested. Chinese President Xi Jinping promoting Qin to Foreign Minister amid the blatant cold shoulder treatment from the US is indicative of larger ongoing tensions between the two countries.
