Since 2004, over a dozen secret missions have been planned to attack Al Qaeda. These were authorized by Rumsfeld under Bush's presidency. They were done in close coordination usually with the CIA on most occassions. They say that these missions occurred in Syria, Pakistan, among other countries. The attack was actually written out in a classified document by the name of “Al Qaeda Network Exord,” that gave permission to the military to go on unpermitted land. After 2004, the U.S. had a better understanding of where Al Qaeda was operating, including 20 countries. After the 2004 order was approved it was easier for the CIA to cooperate with the government, then asking for permission from the Principal's Committee for future targets. The process of going through the Pentagon was time consuming usually, when they only had a few days to act as well.
I have to admit, it's a little scary to think that these targets are getting carried out so quickly when the war should be coming to a close soon. It is good that the U.S. has been able to identify where Al Qaeda is, even though they are spread out through many countries-- 20 identified.
