This article is about where the power will reside as the globe tries to get out of the economic depression. Will other countries develop so much as to be on the same level as the US? This multipolar world suggests that countries like China, Brazil and India will rapidly gain economic freedom from the US and have a big say in the global economic agenda. The other option is that the US will destabilize to such and extent that it will lose its place as the one global power. All the while, the contenders to the thrown won't gain enough economic power and momentum to be called the world power. This would result in an apolar world, or as the author put it, "chaotic non-polarity".
At the end of the article, the author argues that the US and EU should take charge to ensure that the world be a multipolar one. It is up to these powers to determine and be accountable for taking the world in a direction other than non-polar chaos.
