The president of Sri Lanka has declared the war with the Tamil Tigers over, although fighting still continues. The current concern right now is not if the Tamil Tigers will be defeated but the fate of the civilian population trapped in the small strip where the Tigers are making their last stand. The international community has urged restraint on the part of the government to avoid massive civilian casualties. While the government has claimed a victory, it is believed that the Tamil Tigers are preparing for a last stand.
