European aid dropping

According to the article, the amout of aid the EU and member countries are contributing has fallen gradualyy each year since 1990. British NGO's are outraged, and claim the much of the reason for the reduction in aid is due to attempting to use it to leverage foreign policy goals rather than eradicate poverty. From 1990 to 2000, aid dropped from the Comissions anual budget from 76-36%.
