Russia deploys nuclear-capable missiles in Kaliningrad

Russia has just deployed multiple nuclear capable missiles in its western most region in a "training exercise." Its pretty unclear why exactly Russia would need to execute training for how to place nuclear weapons along the borders of two NATO countries Lithuania and Poland, but they have done it anyway claiming that it is "not the first time" they have done this. Rising tensions between the US and Russia continue to concern the western world and create fear for countries that would have little to no defense should conflict occur. The Missile system in place would be capable of reaching as far as Berlin. This personally seems like just another flex on Russia's part and nothing that would actually lead to conflict though it does not help the situation.
