The Russian military is trying to convince the world that it has readied its forces for the possible use of a dirty bomb by Ukraine, but that claim has been rejected by US and NATO. Russia is trying other ways of deception to advance on Ukraine before winter is here, so it makes sense why they would claim such a thing. I think that Moscow is also trying to find an excuse for using Chemical/ Nuclear weapons on Ukraine so they have to make the world belief that Ukriane is the one who started it.
