South Korea preparing for War?

Previously due to an accordance placed upon South Korea, South Korea has had restricted missle parameters under U.S. enforcement. Now, the accordance has been revised. South Korean missles are allowed to manufacture long-ranged missiles with restricted payload. The long-ranged missiles can hit anywhere in North Korea, even if launched from the southernmost part of South Korea. The original accordance was instated due to the fear of a regional arms race between North and South Korea. The reality of it was that the U.S. was restricting South Korea from keeping up with North Korea's militaristic capacity. It is no surprise that North Korea has been stockpiling military weapons and utilities. The new revision was allowed by Obama, due to that they "...are of prudent, proportional and specific response." The accordance is reasonable, but frightening to those who fear what North Korea will do with the knowledge of the revisions. The North Koreans may see these revisions as an act of war. The North Koreans' missiles are capable of hitting not only South Korea, but Japan, and the U.S. pacific territory of Guam. The North Koreans have not responded thus far. The world waits as North Koreans prepare their response, which many fear to be harsh and unforgiving.
