In order to reverse strategic gains made by a rebel group, the Syrian government took to dropping Russian-made cluster bombs over civilian areas. The use of these cluster bombs has been banned by most countries. A cluster bomb is designed to drop many "bomblets"on a widespread area to maximize deaths. International law states they are illegal but Syria, U.S, China, and Russia, all have not signed on under that convention. The leading human rights watchdog, Human Rights Watch (HRW), says Syria should be tried for war crimes for dropping cluster bombs on a civilized area.
