the U.S. believed that the balloon was apart of an extensive Chinese surveillance program. However, it has been noted that Xi Jinping, who is China's most powerful leader in decades may bot have known about it. If this was true this would lead to an assumption that there is a huge lack of coordination in the Chinese system. What's interesting is that a senior state department official has noted that China has flown these balloons over 40 other countries without providing much detail about it.
