Tensions between the two nations have been rising as of late due to sanctions by the Obama administration on Russians with assets in the United States, and similar retaliatory sanctions made by Russia on US citizens wishing to travel back to Russia. Ironically enough the list of US citizens that would not be allowed back into Russia was deemed the 'Guantanamo list in reference to the detainees at Guantanamo Bay in Cuba. The two sides met recently in Moscow in the form of Thomas Donilon meeting with Vladimir Putin and some of his officials. The meeting was aimed at both sides seeking to reduce their stockpile of nuclear missiles and for increased cooperation between the two in efforts to contain the nuclear threat posed by Iran and North Korea. A spokeswoman for the National Security Council said that the negotiations were comprehensive and constructive.
