After Kosovo declared its independence from Serbia in 2008, tensions between the two governments have been high. Serbia refuses to recognize Kosovo's government, claiming that Kosovo's declaration of independence was in violation of international law. Although Serbia says that through these talks they will continue to refuse to recognize Kosovo's government, they are willing to compromise on other issues. One important point of discussion throughout these talks is how much autonomy the Kosovo government is willing to grant to the Serbian minority. The deputy minister of foreign affairs, Petrit Selimi, believes that an agreement between Kosovo and Serbia would benefit both by starting them towards the path of joining the European Union, which would bring more stability and economic success.
