Russia is going further into Internet censorship. This article goes into how making memes of public figures in a bad light is illegal. It essentially bans parody and public figures, if they want to and if they find anything, can report it. There's additional laws for Russian Internet for blogs with 3000+ followers have to report to the government, so anonymity is a challenge as well.
