Following a devastating bombing in two different cities in Egypt, the president Abdel Fatah al-Sissi declared a state of emergency for the country. This in cooperation with the Egyptian cabinet allows a them to push a sense of legality within their actions. It is a way for them to keep doing what they want to do as a government while also almost forcing other parts of the government to also keep in line with them. This article specifically talks about how this is a push for cooperation from the judicial branch of Egypt's Government. The president believes there needs to be a push for a fight against terrorism explicitly removed from any sort of legal obstruction.
