Following the surfacing of a video showing Russian recruits being equipped with rusty assault rifles, Russian deputy defense chief, Gen Dmitry Bulgakov, is "released" to transfer into a new role. Bulgakov held his position as Russian deputy defense chief since 2008, and he is being held accountable for recent supply shortages causing a partial failure of the Russian invasion in Ukraine. Bulgakov's successor will be Gen Mizintzev who is highly qualified, in his field, to fill the role to orchestrate change that Russia deems necessary.
