Russia has taken part in a co-ordinated spy swap with Norway and Lithuania. Additionally, Lithuanians had to change their laws. This deal took place at Lithuania's southern border with Russia's Kaliningrad exclave and involved two Russians, a Norwegian and two Lithuanians. This operation took weeks to come to a clear consensus. The most famous of the men is Frode Berg, a Norwegian ex-border guard.
