Bolivia's President, Evo Morales, has taken Chile's creation of a military base 10 miles form the Bolivian boarder as an "act of aggression against Bolivia." Chile has pointed out the presence of a Bolivian base on the boarder as well, claiming that they should have to answer to parliament if they are to challenge their presence there.
Furthermore, there have long been land disputes between the two South American countries, and with this concern arose concerns surrounding their access to the water from the Siala River that "rises in Bolivia but flows down the andes into Chile."
