U.S. official: ISIS declares state of emergency in self-declared capital

United States military officers who have been monitoring the Islamic State of Syria and Iraq (ISIS) recently said that the groups leaders have declared a state of emergency. It appears that this is in response to the belief that an attack on the declared capital of Raqqa, Syria. The group has been moving around soldiers and weapons in defensive styles.

There has also been talk over whether the orders for movement have been coming directly from the groups leader Abu Bakr Al-Baghdadi or some lower level leader. Groups that are fighting ISIS are attempting to determine his location, most likely so that he can be killed. At this point though, little is certain, at least as far as the public knows.
