The BBC reports that two Russian jets flew within meters of a US warship, and reportedly flew over the ship about a dozen times. John Kerry stated: "It is reckless. It is provocative. It is dangerous. And under the rules of engagement, that could have been a shoot-down."
As the two countries are both part of NATO, this is not technically considered provocative behavior, only because there is no specific guideline as to what is and is not considered provocative. Russia's defense ministry stated that the warship was sailing close to a Russian naval base. The commander of the ship described the flights as a "simulated attack."
