North Korea fires submarine-launched missile: South Korea

North Korea  tested its submarine ballistic   missile program , by  launching a missile from one it submarines  to the its north east area. The  missile   only flew for about 18 miles, which questions the overall effectiveness of the program. However, this raises concern among South Korea and its allies, considering North Korea is planning a 5th nuclear test , and launching a ballistic missile from a submarine  is violation of multiple  UN Security Council   resolutions. This comes  before  North Korea holds a congress of it ruling workers party, where North Korean Supreme Leader  Kim Jung Un is expected to attended, and give a speech on the military might of North Korea. Which leads to speculation that the launching of the ballistic missile  was an act of posturing from North Korean to the international community.
