Can Obama's community college plan get through Congress?

Obama modelled  on a Tennessee program to come out his ambitious proposal which aims to address college access and affordability. It is predicted costing 60 billion dollars, a huge number. Of course, college students and their family are pleased with the proposal. However, different voices raise in Congress. It's a relief to states because they can have less financial burden of education fee and focus more on other investments.  Maine's Sen. Angus King who serves on the Senate Budget Committee, argues that " it's about the bully pulpit and raising the profile of an issue". Some politicians support Obama's idea but think that how to take that 60 billion dollar funding into use to its best is a massive question mark. 

Personally, I will say I would be happy to see it happen in the end, although I take no advantage for this as a foreign student. This proposal would promote a new educational system reform in the U.S. It really will help millions of Americans to gain access to equality, competence and skills when they go to the society, which eventually boost American economy. Knowledge is power. Education is the key to the development of a nation. Maybe it can not get through Congress, the core value of this proposal need to be modelled by other countries.
