Honk Kong study says reopening international travel to have little impact on covid transmission

In the article it talks about fully opening international travel in Hong Kong and how the spread of covid will have little impact because of the reopening. The article states "as long as arrivals are fully vaccinated and test negative upon boarding a flight... they would have a negligible impact". This could go one of both ways, either good or bad. There are just so many uncertainties that no one really has the right answer to the situation. Hong Kong along with mainland China have been very strict on the dynamic zero policy as soon as they see covid cases going up. Even then you can see how even though they are strict, there are still outbreaks within. Hong Kong is expected to start relaxing measures in April and then continue relaxing measures until June. This study suggests that since more than half of Hong Kong's population has been exposed to covid, that it is only a matter of time before the others get exposed to it. As the article states this could develop "hybrid immunity through a combination of natural infection and vaccinations". The whole point of the article is to get herd immunity and I think this is how Hong Kong is going to approach the situation when relaxing measures.
