Fentanyl crisis: Is China a major source of illegal drugs?

With the continuation of tension between China and the US, there is now a new uprising issue with the illegal trade of drugs. The US government is starting to believe that companies in China are producing opioids that are tampered; and as Trump's tweet from the 20th of August 2018 states  China is making "poisonous synthetic heroin fentanyl". This issue is that this fentanyl crisis has now broke out among whether or not these drugs are reasons why Americans may get addicted to these certain opioids so easily and the US is trying to find any links that come from production factories in China to use as evidence. Trump is wanting to pass the "STOP ACT" which they hope will eliminate illicit opioid imports from entering the US. This  potentially can reduce the risks of overdose if they monitor the trade that is entering the US but the downfall is that even though they can monitor the trade, they are not certain of what ingredients the drugs are made out of before it arrives in the US. This again can pose an issue with trade between China and the US due to the fact that there is a demand and supply may trickle its way in somehow. I think it will be interesting to see is the act gets passed on the Senate floor and if the production of these supposed illegal drugs is stopped.
