Thousands of ISIS fighters scattered across Syria and Iraq, Votel says

According to many top U.S. military officials, including General Joseph Votel, ISIS' presence in Syria and Iraq is scattered but still organized. This signals a break between him and the president, who has openly disagreed with the notion that ISIS is still a threat in the region.
