The article describes how China is warning the U.S government that if they don't stop prosecuting Chinese scholars then they will detain Americans in China. Chinese internationals that are being prosecuted are scholars who have ties to the Chinese military. The Trump administration continues to accuse the Chinese government of espionage and they of course deny it. This is why the U.S is also warning Americans to not travel to China because of the threats they are making. Essentially the U.S government is saying that China is willing to bend their laws in order to detain innocent Americans and use them as leverage. China makes the same claim, that the U.S is illegitimacy detaining Chinese citizens who only travel to the U.S for research. This shows the growing tensions between both countries that both seemingly show no sign of backing down.
