Rwanda has implemented a COVID containment strategy that has proven to be both effective and draconian. Drones fitted with speakers fly around urban areas and broadcast social distancing guidelines. The drones have also been used to detect and track individuals who are meeting in groups of more than five without prior government authorization. Almost 70,000 people have been arrested for breaking COVID lockdown laws. People arrested for COVID infractions are been interned at event centers and sport stadiums. While most people are released after several days, reports of beating and rapes have been growing. Humans rights activist and oppositions leaders have also been arrested in the name of maintaining social order or have outright disappeared.
