The UAE is currently rolling out an experimental Chinese COVID-19 vaccine to medical workers, teachers, airport staff and government employees. Indonesia plans to begin a similar emergency rollout of the vaccine in as soon as a month. While the USA and other western democracies are entering phase three trials with many of their vaccines, they are being cautious and waiting to ensure their vaccines are both safe and effective. China and Russia on the other hand appear to be rolling out vaccines rapidly in spite of potential dangers and inefficacy. They are potentially being motivated by "vaccine diplomacy" and are using their new discoveries in an attempt project power internationally. Also, while democratic states would require public faith in the efficacy and safety of a vaccine for the population to take it, authoritarian states can simply compel its use. Thus, they can are able to cut corners for a faster rollout and still have their citizens take the vaccines.
